I know I'm showing my digital stupidity in asking this, but How do I Upload picture to make my pfp?

I'm pretty sure the file size is below a certain limit, something like 60, or 12 Kilobytes

There was a temporary block on uploading avatars due to migration issues with Oracle. I have since corrected them and avatars are open again. Sorry for the inconvenience, all should be good now.

i thinky ou have to flip your file around left slightly then unflip it basdically give it a shake and it goes more solid
