I really like the 2000s style backgrounds in each teaser, but I don't how to replicate it. I understand it originates in code, but How do I replicate it through photoshop?

so the backgrounds are a combination of coding *and* graphics assets that are defined in the code. you'll need to be more specific about which windows you're talking about wanting to change before i can tell you which windows specifically will affect what

the basic gist is that the graphics assets for the UI lie in your hearts of iron 4 install

you'll then need to navigate to gfx/interface and then some of them are just stored loose, while others are in some of the various folders in there

Ma'am they meant the backgrounds in teasers. The repeating tiled ones. They're done by using Fill -> Pattern... in Photoshop
